CBSE Announces Major Reforms for LOC Submission Ahead of Class 10 & 12 Board Exams 2026

The Central Board of Secondary Education (CBSE) has introduced a set of major reforms in the List of Candidates (LOC) submission process for Class 10 and 12 board examinations, starting from the 2026 session. These changes focus on digital transformation, inclusivity, accuracy, and exam flexibility, ensuring a smooth experience for students, parents, and schools.

Key Highlights of the New LOC Submission Rules

1. Mandatory APAAR ID for Students

From 2026 onwards, every Class 10 and 12 student must have an APAAR ID (Automated Permanent Academic Account Registry).

  • Without this ID, students will not be included in the LOC, and hence, will not be eligible for board exams.
  • The APAAR ID will serve as a unique academic identifier for every student in India.

2. Introduction of Data Verification Slip

For the first time, CBSE is introducing a data verification slip for each candidate.

  • Schools must generate and share this slip with students.
  • Correction window will remain open from October 13 to October 27, 2025.
  • Details such as name spelling, date of birth, subject codes can be corrected within this period.
  • Post-deadline, no corrections will be accepted.

3. Special Portal for CWSN (Children With Special Needs)

To strengthen inclusivity, CBSE has launched a dedicated portal for CWSN students.

  • Schools must upload accurate data for such students before the deadline.
  • No late submissions will be entertained.
  • This ensures timely allocation of support and accommodations during exams.

4. Dual-Exam Structure for Class 10 Students

CBSE is aligning LOC submission with the dual exam format (starting 2026):

  • First LOC submission will be for February main exams (mandatory).
  • Second LOC submission in May will allow students to appear in an optional second round of exams.
  • This provides more flexibility and reduces stress for students.

5. Additional Compliance Measures for Schools

  • Schools must upload valid student photographs (especially for those missing Class 9 or 11 photos).
  • Ensure correct subject codes for each candidate.
  • Only qualified teachers (teaching Classes 9–12) can be appointed as evaluators.
